<content:encoded><![CDATA[The FBI Internet Crime Complaint Center (IC3) has released the 2012 Internet Crime Report &mdash; a summary of reported fraudulent activity, including data and statistics. <br /><br />In 2012, the IC3 received and processed 289,874 complaints, averaging more than 24,000 complaints per month. Unverified losses reported to IC3 rose 8.3 percent over the previous year.<br />A new section in this year&rsquo;s report includes charts for each of the 50 states detailing demographic, complaint, and dollar-loss data. The section allows for easy comparisons and convenient reference. <br />Additional content includes frequently reported Internet crimes, case highlights, and graphs that explain the lifecycle of a complaint. <content:encoded><![CDATA[The FBI Assistant Director of the Cyber Division, Joseph M. Demarest, has made yesterday interesting statements before the Senate Judiciary Committee, Subcommittee on Crime and Terrorism about the FBI's strategy to address cyber-threats.<br /><br />The FBI sees four primary malicious actors in the cyber world: foreign intelligence services, terrorist groups, organized criminal enterprises, and hacktivists.<br /><br />The FBI recognized the significance of the cyber threat more than a decade ago and created the Cyber Division in 2002 to combat cyber-based terrorism, hostile foreign intelligence operations conducted over the Internet, and cyber crime by applying the highest level of technical capability and investigative expertise. Since then, the FBI elevated the cyber threat to its number three national priority&mdash;after only counterterrorism and counterintelligence&mdash;and significantly increased the hiring of technically trained agents, analysts, and forensic specialists.<br /><br />The need to prevent attacks is also a key reason the FBI had redoubled the efforts to strengthen his cyber capabilities while protecting privacy, confidentiality, and civil liberties. The FBI&rsquo;s Next Generation Cyber Initiative, launched in 2012, is an FBI-wide initiative to enhance the FBI's ability to address the full range of cybersecurity threats to the nation. Implementation of this initiative is focused in four areas: <br /><strong>1. </strong>strengthening the National Cyber Investigative Joint Task Force (NCIJTF); <br /><strong>2. </strong>expanding the Cyber Task Forces focused on intrusions in each of FBI's 56 field offices;<br /><strong>3. </strong>advancing the capability of the cyber workforce and supporting enterprise infrastructure; and <br /><strong>4. </strong>enhancing information sharing and operational collaboration with the private sector.<br /><br />In the future, the FBI will continue to strengthen the NCIJTF, which will include expediting analysis of interagency holdings and perfecting the coordination model on incident response and threat disruption operations.<br /><br />Another critical element of the FBI&rsquo;s success will be the restructuring and expansions of the FBI&rsquo;s network of field office Cyber Task Forces (CTFs), which emulate the successful Joint Terrorism Task Force (JTTF) model, such that each office has a robust multi-disciplinary, cross-program, and multi-agency domestic ground team to conduct cyber threat investigations and respond to significant cyber incidents.<br /><br />Read the statements here:<br /><a href=http://www.fbi.gov/news/testimony/responding-to-the-cyber-threat>http://www.fbi.gov/news/testimony/responding-to-the-cyber-threat</a>]]></content:encoded><pubDate>Thu, 9 May 2013 18:39:10 +0200</pubDate>

<content:encoded><![CDATA[Until now the Obama administration avoided directly accusing both the Chinese government and the People&rsquo;s Liberation Army of using cyber-weapons against the United States in a deliberate, government-developed strategy to steal intellectual property and gain strategic advantage.<br />Instead in the 2013 Pentagon&rsquo;s annual report to Congress on ''Military and Security Developments Involving the People&rsquo;s Republic of China'', released on Monday, the U.S. administration explicitly accused China&rsquo;s military of mounting attacks on American government computer systems and defense contractors.<br /><br />The report described China&rsquo;s primary goal as stealing industrial technology, but said many intrusions also seemed aimed at obtaining insights into American policy makers&rsquo; thinking. It warned that the same information-gathering could easily be used for ''building a picture of U.S. network defense networks, logistics, and related military capabilities that could be exploited during a crisis.''<br />But the Pentagon's report also describes a China that has now leapt into the first ranks of offensive cybertechnologies. <content:encoded><![CDATA[Increased reliance on the Internet and other networked systems raise the risks of cyber attacks that could harm our nation&rsquo;s cyber infrastructure. The cyber infrastructure encompasses a number of sectors including: the nation&rsquo;s mass transit and other transportation systems; banking and financial systems; factories; energy systems and the electric power grid; and telecommunications, which increasingly rely on a complex array of computer networks, including the public Internet. However, many of these systems and networks were not built and designed with security in mind. Therefore, our cyber infrastructure contains many holes, risks, and vulnerabilities that may enable an attacker to cause damage or disrupt cyber infrastructure operations. Threats to cyber infrastructure safety and security come from hackers, terrorists, criminal groups, and sophisticated organized crime groups; even nation-states and foreign intelligence services conduct cyber warfare. Cyber attackers can introduce new viruses, worms, and bots capable of defeating many of our efforts. Costs to the economy from these threats are huge and increasing. Government, business, and academia must therefore work together to understand the threat and develop various modes of fighting cyber attacks, and to establish and enhance a framework to assess the vulnerability of our cyber infrastructure and provide strategic policy directions for the protection of such an infrastructure. This book addresses such questions as: How serious is the cyber threat? What technical and policy-based approaches are best suited to securing telecommunications networks and information systems infrastructure security? What role will government and the private sector play in homeland defense against cyber attacks on critical civilian infrastructure, financial, and logistical systems? <content:encoded><![CDATA[On 4th April, the French Ministry of Defense launched a network of Cyber Defence Reservists to help the country cope with cyber-threats. <br />The creation of this defence network follows suggestions made by French Senator Jean-Marie Bockel in a parliamentary study released back in July 2012 and entitled ''<strong><em><a href=../../news/dettaglio.asp?id=329>Cyber Defence: a global issue, a national priority</a></em></strong>''. In this study, Bockel advocated stronger cooperation on cyber-security between the public and the private sectors. <br /><br />The network of cyber-defence reservists, made up of about 40 citizens, will be expected to help in ''<em>raising awareness, debating and suggesting, organising and establishing events that contribute to making cyberdefence a national priority.</em>''<br /><br />The network is divided into six workgroups: one will gather ''<em>selected journalists and individuals interested in the emergence of cyber-defence culture</em>'', while a second will be focused on raising awareness of cyber-defence issues among young people. <br />Two others will look at enterprises - one will target SMEs, the other large businesses - but both will have the same aim of raising awareness. <br />A fifth group will be focused on ''<em>supporting strategic thinking and technical innovation at universities, laboratories and think tanks</em>'', while the final workgroup will be focused on the ''<em>evolution of citizen involvement'', contributing to ''thoughts on the possible evolution of a specific reserve </em>[force]<em> dedicated to cyber-defence</em>''.<br /><br />Here the public statement:<br /><a href=http://www.defense.gouv.fr/actualites/communaute-defense/reserve-citoyenne-cyber-une-demarche-originale/(language)/fre-FR>http://www.defense.gouv.fr/actualites/communaute-defense/reserve-citoyenne-cyber-une-demarche-originale/(language)/fre-FR</a>]]></content:encoded><pubDate>Mon, 8 Apr 2013 16:01:05 +0200</pubDate>
